Major Update Elements

Through a review of approved 2009 Comprehensive Plan strategies and actions, staff, the Planning Commission, and the Board of Supervisors identified several major research topics to tackle during the review of the Ordinance.  The topics were selected based on available resources, the priority and timeframe given to the item in the 2009 Comprehensive Plan (with an emphasis on items identified as high priorities in the 0-5 year timeframe), and limitations on funding.  While many of the Comprehensive Plan actions are addressed by this list of topics, not every relevant action item could be included during this update process.   Identified topics include:

1. Review of sustainability and green building best practices for overall ordinance
2. Accommodation of new wireless technologies/section update
3. Affordable housing provisions
4. Residential cluster overlay update
5. Infill housing provisions
6. Review of rural lands narrative ordinance and update
7. Investigation of transfer of development rights
8. Form-based code analysis for Toano
9. Amendment of mixed use district or creation of new district for Economic Opportunity designation
10. Business Climate Task Force items
11. Sidewalk/trail inventory/ master plan/text update
12. Development of new submittal requirements for traffic impact analyses using VDOT regulations, and for environmental and fiscal impact analyses
13. Initial database work for cumulative impact modeling
14. Review of the Subdivision Ordinance amendments required for alternative onsite sewage systems
